Kiosks owners being concerned about impending enactment of the anti-smoking bill asked the president and the prime-minister of Russia to return the document for revision in order to let them to operate under the same conditions as the big retail networks. The businessmen need time to adjust to the new rules of business without the most popular merchandise – cigarettes.
