The proposal was formulated at the “Internet + Medicine” roundtable held in the framework of
the Russian Forum "Internet Economy"
According to this document, the Ministry of Health of the Russian Federation is instructed to prepare by September 2016 a list of proposed changes in the RF legislation, which will affect the licensing of online pharmacies.
As a result, every citizen will be able to buy necessary medicines (which do not require a doctor’s prescription) without leaving home. Those available on prescription only will be sold subject to the special requirements.
Moreover, the Ministry of Health and the Ministry of Communications are likely to prepare a list of pharmaceutical products, which do not require special conditions of transportation. Such medicines can be sent by mail or delivered by courier. Currently, the sales of medicines in Internet pharmacies are prohibited.
IID experts also propose to establish a basic legal framework in Russia to ensure the possibility of remote medical care (June 2016), as well as private medical practice (September 2016).
